Building Strategic Direction Across a Complex State Government Agency

A large state government agency responsible for workforce, labor, employment, and related public services needed a strategic planning process capable of working across significant organizational complexity. The department included thousands of employees, numerous bureaus, statewide operations, and a broad public-service mandate. The work required more than a traditional strategic plan. It required a process that could engage stakeholders, surface the realities of a complex agency, strengthen direction, alignment, and accountability, and produce a practical plan that leaders could implement, evaluate, and adjust over time.

Vide designed and facilitated a comprehensive strategic planning engagement grounded in qualitative research, stakeholder input, Appreciative Inquiry, change management, and implementation discipline. The work helped the agency organize its strategic framework, identify priorities, build ownership, and connect strategy formulation with implementation and evaluation. The resulting plan was adopted and implemented, drew attention from the Office of Performance Excellence, and led to additional leadership-development work focused on strengthening performance across the agency.
